The 9-member families present exceed the quorum of 5-member families that are required to achieve 20% of the 25 voting member families. <em>Note, family membership by a two-adult member family equals two voting members.<\/em><\/p>\n<p>&nbsp;<\/p>\n<ol start=\"2\">\n<li><strong>2019 Activities Highlights &amp; 2020 Plans<\/strong><\/li>\n<li><strong>Treasurer&#8217;s Report \u2013 <\/strong>Jack Eckenrode presented the Treasurer\u2019s report. For the calendar year 2019 NFH Income was $18,089.14. For the same period NFH Expenses were $11,239.70. Net Gain for 2019 was $6,849.44.<\/li>\n<\/ol>\n<p>Both Total Assets and Total Liabilities &amp; Equity on February 12, 2020 were $34,851.14.<\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li><strong>Heritage Museum \u2013 <\/strong>Donna Peace, Chair reported. Donna reviewed the progress of refurbishing the museum that has taken place over the last month and will continue in the next several months. Sunday May 3<sup>rd<\/sup> will be a dedication of the refurbished museum during the regular museum open hours of 1 PM to 4 PM. Donna identified those who are on the museum committee and have participated in the refurbishment effort as Mary Smith, Dennis McAvoy, and Annette Portner, an experienced adviser on museum operation. Major improvements are the bathroom wall, repainting of the museum walls and concentration of items displayed by subject.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li><strong>Members\u2019 Meetings with Speakers \u2013 <\/strong>Donna Peace reported that activities \/ speakers for five months (April, May June, August &amp; October) are confirmed. Donna will host April 2<sup>nd<\/sup> for an <em>Antiques Roadshow<\/em> event; Jim McClure will speak on <em>10 Fun New Freedom Stories<\/em> May 14th; Stephen Smith will speak on <em>Area 1-Room Schools<\/em> June 11<sup>th<\/sup>; Dr. Marc Charisse will speak on <em>Magic and History<\/em> August 13<sup>th<\/sup>; Scott Mingus will speak on <em>Civil War Murder Mysteries of York County<\/em> October 8<sup>th<\/sup>.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li><strong>New Freedom Fest \u2013 <\/strong>Art Wachter, Fest Chair. The 1st 2020 Fest meeting is scheduled for Thursday, February 20<sup>th<\/sup>. Chairs will be confirmed for committees and more volunteers are to be solicited. The job descriptions of chairs are to be made available to all on Google docs. Art thanked those who have worked on the Fest in the past, especially Diane Folger, Mary Smith &amp; Cathy Itzoe who are no longer able to continue. Art is looking to find replacements. Jim Holley and Art have plan to work on sponsors. Sponsors are now able to pay online via NFH website. Logos of sponsors will be shown on the NFH website for those donating $250 or more. Hartenstein Mortuary will again be sponsoring the headliner music. The 2019 Fest was very successful netting $7,756 ($6,075 from sponsors) to support NFH Expenses. Jim said that it is still his desire in the next few years to get a larger space for the Heritage Museum of New Freedom but sees the refurbishment as a positive step. Jim Holley mentioned that the mural project will cost about $5,000. Jack is having trouble with the latest QuickBooks inability to email receipts &amp; VISA balance. Intuit QuickBooks help not able to fix problems. A QuickBooks expert from Parkton MD was engaged to spend 2 hours or less to attempt fixes.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"3\">\n<li><strong>Printer Donation<\/strong><\/li>\n<\/ol>\n<p>Jim Hartenstein donated an HP Office Jet 6962 wireless color printer\/copier\/scanner\/fax with 4-year warranty to NFH. The large copier will be disposed of by Med &amp; Mary Smith and Jim Holley.at York recycling. Jim Holley will speak to Kay Hughes regarding the possibility of accessing the internet to use some of the new printer\u2019s features.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"4\">\n<li><strong>Freedom Green Community Park Sign<\/strong><\/li>\n<\/ol>\n<p>Jim Holley stated that the estimated $1500 re-painting of the sign was excessive. Amy agreed to determine if she can do the job adequately &amp; cheaper.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"5\">\n<li><strong>Museum Committee Appointed<\/strong><\/li>\n<\/ol>\n<p>Donna Peace has volunteered to be the Museum Chair (Curator) with Mary Smith and Amy Hopkins as members of the committee. A motion to appoint them to the Museum Committee was approved. They are obtaining advice from several knowledgeable museum curators in the area to improve our museum.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"6\">\n<li><strong>Future Fests Approved<\/strong><\/li>\n<\/ol>\n<p>Art Wachter has convinced Jim Holley that the Fest should continue with new persons replacing those no longer willing to serve. Jack pointed out that the profit from the Fest is basically from sponsorships with the rest breaking even. He also pointed out that last year\u2019s effort to make the fest bigger did not make the Fest better and keeping the present size would be more manageable. He also recommended that Art have his plans for the fest submitted to the BOD for approval. A motion to continue the Fest for at least three more years was approved.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"7\">\n<li><strong>Discussion on Acceptance of Doc Stover\u2019s \u201cBuggy\u201d<\/strong><\/li>\n<\/ol>\n<p>Jim Hartenstein reported estimates for the cost of the restoration were from $2,500 to $5,000 and the typical auction price for it would only be $500 after refurbishment. Her resignation was accepted, and a farewell ceremony was held in Freedom Green Community Park on July 25,2019. A motion that the BOD recognizes that Diane\u2019s resignation as NFH Secretary was effective August 1, 2019 was moved, seconded &amp; approved. Diane is also quitting her positions as co-chair of the Fest (following this year\u2019s Fest on September 21, 2019) and as chair of the Museum committee (curator).<\/p>\n<ol start=\"3\">\n<li><strong>Suggested Nominees for NFH Secretary and Museum Chair<\/strong><\/li>\n<\/ol>\n<p>Donna volunteered to contact an experienced friend, Janine, to determine if she would be willing to serve as NFH Secretary.<\/p>\n<p>Amy said that she might be willing to be Museum Chair in a couple years, but not now, Mary asked if Roger would be willing to assume this position, but Roger declined. Roger asked if Donna would consider this position, but Donna declined due to her heavy involvement in Rock Chapel Cemetery and other areas.<\/p>\n<ol start=\"4\">\n<li><strong>Murals<\/strong><\/li>\n<\/ol>\n<p>Jim Holley reported that the High School is forming a group of students to restore the Marlin\u2019s wall mural at Freedom Green Community Park. Sue Myers has the original mural projection. High School art teachers have indicated that a new base coat of paint is required. Amy offered to power wash the mural from a bucket truck as preparation for restoration when she has one rented for a project of hers.<\/p>\n<ol start=\"5\">\n<li><strong>Drainage Problem<\/strong><\/li>\n<\/ol>\n<p>Jim Holley also reported that he is working to resolve the flow of chemicals that are killing the grass when it goes onto the Freedom Green. He plans to create a flat stone gutter to direct the flow down the slope from the railroad tracks elevation gravel parking area so as to not flow onto the Freedom Green using about $300 worth of material.<\/p>\n<ol start=\"6\">\n<li><strong>2020 New Freedom Fest<\/strong><\/li>\n<\/ol>\n<p>Jim also noted that it is hoped that NFH is seeking other organizations to share in hosting the 2020 Fest. Lions and the Recreation Board have been approached and Girl Scouts could be responsible for games.<\/p>\n<ol start=\"7\">\n<li><strong>Movie Nights<\/strong><\/li>\n<\/ol>\n<p>Kay reported that the 3 2019 movie nights went well, and she is sending acknowledgements to sponsors.<\/p>\n<ol start=\"8\">\n<li><strong>Rock Chapel Cemetery<\/strong><\/li>\n<\/ol>\n<p>Donna reported that she will be giving another talk at the cemetery on October 4<sup>th<\/sup>. She also said that the VFW has committed to sponsor the refurbishment of the entire 1-acre cemetery (now 0.6 acre is fenced).<\/p>\n<ol start=\"9\">\n<li><strong>Action Items<\/strong><\/li>\n<\/ol>\n<p>Jim will contact Diane to determine location of the NFH Secretary materials. Board of Directors (BOD) Meeting Minutes &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; February 28, 2019<\/strong><\/p>\n<p><strong>Present: <\/strong>Jack Eckenrode, Sandie Eckenrode, Diane Folger, Jim Holley, Kay Hughes, Roger Lieske, Donna Peace, Mary Smith<\/p>\n<p><strong>Absent: <\/strong>Jim Hartenstein, Amy Hopkins, Ed Myers, Robin Reid<\/p>\n<p>Meeting was opened at about 7:10 PM by President Jim Holley with 8 of the 12 BOD members present.<\/p>\n<ol>\n<li><strong>Approval of Minutes<\/strong><\/li>\n<\/ol>\n<p>The minutes of the February 14, 2019 Annual Members\u2019 Meeting and the minutes of the February 14, 2019 NFH Board of Directors meeting that followed were approved.<\/p>\n<ol start=\"2\">\n<li><strong>Resignation of NFH Secretary<\/strong><\/li>\n<\/ol>\n<p>Donna Peace submitted her resignation based on a having learned the full extent of duties involved. Discussion of duties was postponed when Diane Folger said she was considering resigning as NFH Vice President and accepting the position of NFH Secretary. Mary Smith volunteered to assume the NFH Vice President position<\/p>\n<ol start=\"3\">\n<li><strong>Backups for the Museum Videos &amp; Kiosk<\/strong><\/li>\n<\/ol>\n<p>Roger Lieske proposed procuring flash drives for the Video &amp; Kiosk software backup for about $20 and volunteered to transfer the data to them. Approved by consensus.<\/p>\n<ol start=\"4\">\n<li><strong>Who gives payment to Musicians and Sound Manager at Fest?<\/strong><\/li>\n<\/ol>\n<p>Roger Lieske requested the BOD to resolve a difference of opinion on this matter. The BOD determined that it would be appropriate for the person arranging the contracts for these tasks to present the checks provided by the NFH Treasurer to these persons along with thanking them and providing feedback. It was also agreed that payment would occur only after their work was satisfactorily completed.<\/p>\n<ol start=\"5\">\n<li><strong>Changes needed on the NFH Website<\/strong><\/li>\n<\/ol>\n<p>The Product page has items listed that are no longer needed. Mary Smith will communicate with Sue Myers to get proper list to Art Wachter. The Welcome page reads as if it were the Fest page and needs revision. Jim Holley will communicate changes to Art.<\/p>\n<ol start=\"6\">\n<li><strong>Movie Nights<\/strong><\/li>\n<\/ol>\n<p>Kay Hughes reported that the winds have blown letters off the wishing well sign and she is acting to restore the sign. She is planning on at least two movies for 2019. Girl Scouts will continue to handle availability of refreshments.<\/p>\n<ol start=\"7\">\n<li><strong>Membership Chair<\/strong><\/li>\n<\/ol>\n<p>Sandie Eckenrode reported her desire to make NFH more known in the community so more people will join as members. She noted that Glen Rock Heritage has entries in the Community Courier each month and she plans to do that for NFH.<\/p>\n<ol start=\"8\">\n<li><strong>Reassign Officers following Resignations<\/strong><\/li>\n<\/ol>\n<p>Motion to elect Diane Folger as NFH Secretary and Mary Smith as NFH Vice President for terms to end at the next Annual Members\u2019 Meeting in 2020 was made and approved by the BOD.<\/p>\n<ol start=\"9\">\n<li><strong>Freedom Green Mural<\/strong><\/li>\n<\/ol>\n<p>Jim Holley contacted the Susquehannock High School Principal to see if there was interest in having students work on repairing or replacing the mural at Freedom Green Community Park based on the good experience on a Glen Rock mural by students. The response was an enthusiastic yes. The school will develop a program that will also involve students learning the history of New Freedom and will submit it to NFH for approval in the 2<sup>nd<\/sup> or 3<sup>rd<\/sup> week of March. Proposed change from \u201cThe members present at any properly announced meeting shall represent at least 20 percent of the membership.\u201d to \u201cThe member families represented at any properly announced meeting must be at least 20 percent of the total member families.\u201d was approved by all eight of the BOD members present thereby meeting the 2\/3 requirement to pass Bylaw amendments.<\/li>\n<li><strong>Museum Security &#8211; <\/strong>The lease NFH has with the Borough does not mention a security system. However, some BOD members think we should see what is available. Jim Holley said he will check on options that are available.<\/li>\n<li><strong>Borough decision on museum building back door railing expense &#8211; <\/strong>Diane reported that the borough denied payment for this expense because they were not contacted first to enable them to choose how to get it done.<\/li>\n<li><strong>Where to keep Free Family Quilt Appraisal &#8211; <\/strong>Diane has a copy in her notebook and will put the copy that the NFH Treasurer had in the museum.<\/li>\n<li><strong>Miscellaneous items<\/strong><\/li>\n<li>Is the cost of the kiosk adequately insured?<\/li>\n<li>Should borough be paying for Freedom Green Community Park lights electricity rather than NFH?<\/li>\n<li>Eagle scout projects were asked about, some suggested including restoration of the Freedom Green Community Park mural. Jim will check to see if adding brick footers under benches would qualify.<\/li>\n<li>Donation items on the NFH website needs updating.<\/li>\n<li>It was confirmed that no December Members\u2019 Meeting will be held.<\/li>\n<li><strong>Treasurer\u2019s Report &#8211; Treasurer Sue Lieske reported<\/strong> that at the end of September 2018 NFH Income was $17,251.68 compared to a yearly budgeted amount of $16,500. For the same period NFH Expenses were $13,232.33 compared to a yearly budgeted amount of $16,500. Net Income for 2018 was $4,019.35. Both Total Assets and Total Liabilities &amp; Equity at the end of September 2018 were $29,188.83. She then went to a local artist in York who quoted $15,000 to do the work. Sue Myers is making a grant request to obtain $10,000 with NFH providing the remaining $5,000. Discussion cited the need for the NFH BOD to see the quote to be able to approve moving forward and noted the need to have the theme of the mural be heritage of New Freedom. Kay showed a trial NFH brochure that she was able to produce in Microsoft Publisher. Treasurer&#8217;s Report &#8211; Sue Lieske presented the report for the calendar year 2017 NFH Income was $22,185.15 compared to a budgeted amount of $17,400. For the same period NFH Expenses were $33,616.42 compared to a budgeted amount of $17,400. Net Loss for 2017 was $11,431.27.<br \/>\nBoth Total Assets and Total Liabilities &amp; Equity at the end of 2017 were $24,305.21. An audit of the 2016 NFH Treasurer\u2019s Books is underway and is expected to be complete in a month or so.<\/p>\n<p>B. Heritage Museum &#8211; Diane Folger, Museum Chair reported. Thanks to volunteers who hosted in 2017. Diane reported on attending the meeting of the Southern York County Museum Alliance. She suggested that we try having the museum open on Sundays from 1 to 4 PM, because Sunday is when most other museums are open. (After the meeting the need to continue with the Saturday hours published in the SYCCB Travel Guide for 2018 was recognized. Thus, Sunday hours in 2018 are in addition &amp; then could be made the main hours for 2019\u2019s travel guide.) Diane expects a sharing of links on the other museum websites and wants to develop a brochure to have placed in other museums.<\/p>\n<p>C. New Freedom Fest &#8211; Art Wachter, Fest Chair absent. First 2018 Fest meeting was held on Wednesday, January 31st. Future Fest meetings will be held monthly on the second Thursday of the month at 7 PM in months when no NFH Members\u2019 Meeting is held or at 8 PM after a Members\u2019 meeting. Chairs are in place for committees and more volunteers are to be solicited by the app Signup Genius. We need new providers of the Graphic Art for the Fest Booklet &amp; Posters. All in all 2017 Fest was very successful.<\/p>\n<p>D. Lindy Sweeney has volunteered to again coordinate acquiring speakers advising them to limit talk to 20 minutes.<\/p>\n<p>3. Both Total Assets and Total Liabilities &amp; Equity at the end of October 2017 were $47,127.17. Data were provided, but no results have been received.<\/p>\n<ol start=\"3\">\n<li><strong>Appointment of Nominating Committee. <\/strong>Diane Folger suggested that she and Cathie Itzoe serve as the BOD Nominating Committee again as they did last year. Board approved with thanks. Confirmation that BOD members elected last year for a two year term are willing to serve their second year was obtained from Jack Eckenrode, Sandie Eckenrode, Diane Folger, Amy Hopkins, Jim Holley, Roger Lieske, Sue Lieske, &amp; Ed Myers. Mary Smith is willing to run for another term. We have not heard from Brian Kopp &amp; Robin Reid.<\/li>\n<li><strong>Freedom Green improvements for 2017<\/strong><\/li>\n<\/ol>\n<p>NFH President Jim Holley requested the NFH Secretary to send an email on October 3<sup>rd<\/sup> to the NFH Board of Directors requesting an email vote on approving use of NFH funds to finish the Freedom Green Community Park construction this year in accord with an attached proposal from Almony\u2019s Property Solutions for a total expenditure of $17,501.59. Jim Holley related that he considers the price OK in response to Sue Myers request for his opinion. As a result of a successful Fest NFH has over $20,000 in funds beyond the $20,000 minimum balance we had established as needed for future use. The email vote was a unanimous approval.<\/p>\n<ol start=\"5\">\n<li><strong>Status of Lease agreement<\/strong> with New Freedom Borough<\/li>\n<\/ol>\n<p>President Jim Holley negotiated with the borough resulting in the long awaited signed lease. We had been on a month to month extension of the prior lease since it ended on Dec 31, 2015; that\u2019s 18.5 months until the NFB signed the new one on Jul 14, 2017. The new lease is scheduled to end on Jul 14, 2020. The NFB scratched out a penned-in change Jim Holley and Roger Lieske made before signing the lease. The change in covenant 6 (a) was to correct an illegal and unacceptable wording relative to Landlord responsibility for capital repairs being limited to mechanical, electrical and HVAC systems. We had changed \u201climited to\u201d to \u201cincluding\u201d, but this and our initials were scratched out and the word \u201climited\u201d written in its place and not initialed. Neither security equipment nor fire alarm is required for the museum. Final lease wording is to be circulated for review by BOD. Lease needs to be signed before borough will grant NFH approval for the Fest.<\/p>\n<p>Building constraint on possible Museum expansion: Stream is not in a designated flood plain, but cannot build new buildings within 50 ft. of stream. Art Wachter, who serves as our webmaster, suggested that the BOD not charge the processing fee to the member, but accept that cost as an investment in getting more members, estimating that less than five members will choose to pay their dues in this manner. This approach was accepted by the BOD by common consent. Roger maintains contact with existing members, but a chair responsible for efforts to acquire new members would be helpful.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"3\">\n<li><strong>Clarifying place of Members\u2019 meetings <\/strong><\/li>\n<\/ol>\n<p>If the sole purpose of Members\u2019 meetings is the gathering of committee meetings, Roger suggested changing the name to Committee meetings. Two reasons for continuing Members\u2019 meetings were cited. First, these are a tangible benefit to members who pay dues; second, we desire to get Members\u2019 suggestions and feedback on NFH activities. It was agreed that we hold Members\u2019 meetings every other month except in the winter, i.e., April, June, August &amp; October on the second Thursday of the month at 7 PM. This year April 6<sup>th<\/sup> would be the date because April 13<sup>th<\/sup> is Maundy Thursday. Agenda for Members\u2019 meetings will be a discussion of NFH activities and a speaker of interest, such as a local resident sharing New Freedom history. Having reviewed these minutes received by email from the Secretary, no changes to them or to the actions taken in them were requested. The president then declared these minutes approved.<\/li>\n<li><strong>Appointment of Nominating Committee. <\/strong>Diane Folger suggested that she and Cathie Itzoe serve as the BOD Nominating Committee again as they did last year. Moved &amp; seconded that this be approved. Motion passed. Confirmation that BOD members elected last year for a two year term are willing to serve their second year was obtained from Robin Reid, Mary Smith &amp; Robin Snyder-Wiencek. Ron Gillis and Sue Lieske are still considering. Sue Myers has resigned from the BOD as of January 1, 2017, but will remain on the Freedom Green Committee.<\/li>\n<li><strong>Establishment of Chair &amp; Members of Committee<\/strong><\/li>\n<\/ol>\n<p><u>Committee<\/u>&nbsp; <u>Chair<\/u>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <u>Members<\/u><\/p>\n<p>Museum&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Diane Folger&nbsp; Lida Thompson, Jim &amp; Jean Holley, Roger Lieske, Margaret Thoman<\/p>\n<ol start=\"4\">\n<li><strong>Clarifying place of Members\u2019 meetings &amp; BOD meetings<\/strong> in decisions on NFH activities &amp; policy. Roger raised the apparent contrast between the Bylaws and the recent practice of making policy decisions at Members&#8217; meetings &amp; asked which should be changed?<\/li>\n<\/ol>\n<p>Some discussion ensued, and there was a consensus that we did not need to change the Bylaws, but will continue to use members\u2019 meeting for soliciting feedback &amp; suggestions from the members. However, motions binding NFH for specific actions will not be decided at Members\u2019 meetings. Instead, the Executive Board (Officers) will determine specific actions (if needed prior to the next BOD meeting) per NFH Bylaws, Article V, Section 2. Executive Board action approval may be by email or physical meeting.<\/p>\n<ol start=\"5\">\n<li><strong>Freedom Green improvements for 2017 <\/strong>and their cost<\/li>\n<\/ol>\n<p>Additional efforts needing authorization (Extend Sidewalk from Museum to gazebo) were estimated at $16,298 by Almony Potential others: Electrical work in museum basement, increased electrical capacity to gazebo, lampposts. Freedom Green committee recommendations with estimates are not yet available. Fundraising using engraved brick acknowledgement is underway, but will be stepped up in Nov &amp; Dec. A grant request for $30,000 is in the works to enable completion of envisioned improvements in 2017. If the grant is below the requested amount, we expect that NFH funding may be able to make up the difference. The BOD must still approve Freedom Green improvements based on estimates received for them being reasonable and affordable.<\/p>\n<ol start=\"6\">\n<li><strong>Treasurer\u2019s Report &amp; Issues<\/strong><\/li>\n<\/ol>\n<p><strong>Treasurer Sue Lieske reported<\/strong> that at the end of October 2016 NFH Income was $18,313.98 compared to a yearly budgeted amount of $21,750. For the same period NFH Expenses were $12,770.12 compared to a yearly budgeted amount of $21,750. Net Income for 2016 was $5,543.86. Both Total Assets and Total Liabilities &amp; Equity at the end of October 2016 were $35,961.69. Roger will contact the firm used last time in 2009.<\/p>\n<ol start=\"7\">\n<li><strong>Status of Lease agreement<\/strong> with New Freedom Borough<\/li>\n<\/ol>\n<p>In March &amp; April Roger Lieske as NFH Secretary examined the proposed lease 2016-2021 and recommended several corrections to Tanya Crawford, New Freedom Borough Administrator. She expressed concern over legal fees to have their solicitor review the changes &amp; turned the whole matter over to the Borough Council. &nbsp;Based on September 20, 2016 inquiry of Tanya Crawford, on the forecast for the Lease, she has not received any feedback from the New Freedom Borough Council members on the Lease. Because they are now focused on the 2017 budget, she expects no action on the Lease for the year 2016 (lease 2017-2021?). She accepted leading this to make it happen. Background from March BOD minutes; <em>New BOD member Robin S. raised the question of how well NFH is reaching out to help local businesses besides soliciting donations to NFH in exchange for publicity that they are donors? She noted that sidewalk flower pots used to be provided (by the New Freedom Garden Club she was told), but that no longer is done (because the businesses were not keeping them watered she was told). She asked if providing Meet &amp; Greet meetings for local businesses to get to know one another and perhaps develop symbiotic relationships was within our purview? Ron responded that it seemed within NFH&#8217;s mission to do so &amp; that the Lions Club does not do anything but charitable efforts in their mission.<\/em><\/li>\n<li>Mural restorations \u2013 Does not fall under any existing committees. Permeable paving of 22 Railroad Ave was suggested to alleviate water runoff from the road. A follow up meeting with Jeff Bloom of the NF Borough is planned.<\/p>\n<p>Sue M. would like to proceed with planting of the 2 beds next to the gazebo. It was agreed that the $10,000 approved Freedom Green budget would allow this to be done.<\/p>\n<p>Mary Smith said that the donations for engraved brick acknowledgement would be increased $25 for each category &amp; that no custom logo category would be offered.<\/p>\n<p>Sue M. would like to acknowledge the donors of the prior phase , perhaps with a special gathering prior to the June 4<sup>th<\/sup> Movie Night.<\/p>\n<p>Concern was raised about the black (mold?) on the brick walls at both ends of the Museum porch. Sue M. will ask if NF Borough will consider appropriate cleaning.<\/p>\n<p>Status of the Grant we submitted is not expected to be resolved for 90 days. Treasurer\u2019s Report &amp; Issues<br \/>\nTreasurer Sue Lieske reported that at the end of February 2016 NFH Income was $1722.35 compared to a yearly budgeted amount of $18,250. For the same period NFH Expenses were $1975.45 compared to a yearly budgeted amount of $18,250. Net Income for 2016 was ($253.10). Both Total Assets and Total Liabilities &amp; Equity at the end of February 2016 were $31,753.83.<br \/>\nThe BOD agreed to continue to have four authorized signers on the NFH bank accounts being: President Ron Gillis, Treasurer Sue Lieske, Diane Folger &amp; Mary Smith. A motion was made, seconded and passed to continue to require two signatures on NFH checks, but only if the amount of the check is over $200, although People\u2019s Bank does not enforce the two signature requirement. A motion was made, seconded and passed to have a two to three year audit performed after the tax season is over in May as requested by New Freedom Borough. Ron Gillis will contact CPA, Beverly Kearney.<br \/>\nA motion was made, seconded and passed to amend the NFH Budget for 2016 by changing the Freedom Green Expenses from $4,000 to $10,000. Freedom Green Income remains budgeted at $1,000 although we expect efforts at fundraising and obtaining grants to exceed that amount. If there is a shortfall between Freedom Green Income and BOD approved Expenses, Funds will come from Retained Earnings (i.e., reserve funds). The BOD must still approve Freedom Green improvements based on estimates received for them being reasonable and affordable. Modified wording was suggested by the Borough in response to a deletion request by NFH via Diane Folger. Concerns remain in use of &#8220;permit&#8221; as opposed to &#8220;assent&#8221; in 2nd line &amp; &#8220;affiant&#8221; instead of &#8220;affiliate in item (c). A 3rd issue is the Covenant 1 description of the leased property not including the Deeded Lot number and the Exhibit A Leased Premises Description being blank. Evaluation forms were sent to the 49 2015 Artists, but 9 replies were received. On the question of whether the new mix of placing artists in various locations around the Fest affected the activity seen by these vendors, one reported a loss of 66% while two reported a gain of 15%.<br \/>\nChair of Fest report from Art Wachter. Next year&#8217;s Fest will have artist selecting their location based on first-come, first-served principle. Signage will be displayed indicating where to find all vendors. An effort to have more hands-on type vendors (e.g., blacksmith, potter) where visitors can experience seeing skilled craftsman at work. Sponsors will be solicited based on a five-year plan by 3 to 4 people. Providing sufficient electricity needs to be addressed by getting two generators. Fest profit up $1600 from 2014.<br \/>\nD. A Butterfly Garden was created near the stream in the Park by an enthusiastic &amp; well organized Girl Scout effort. They plan a continuing effort to maintain it! It is being proposed that the stage be used for other things, 30-40 minutes per act and then a break.<br \/>\n-The committee is looking into obtaining a children\u2019s band for the kid\u2019s area.<br \/>\n-Only hand-made arts &amp; crafts will be allowed to be sold by the vendor\u2019s.<br \/>\n-The committee is still searching for someone to head the art committee.<br \/>\nKiosk Development:<br \/>\nIt was reported that the New Freedom Heritage Theater and Kiosk project is moving ahead. The Heritage Theater will be housed in the museum and will show historical videos related to New Freedom. The Heritage Kiosk will show the evolution of New Freedom landmarks and will show shorter versions of the videos that will be shown in the Heritage Theater. The kiosk will be available for deployment to suitable community organizations. The theater and kiosk are underwritten in a large part by a grant from the Cultural Alliance of York County. The Cultural Alliance awarded New Freedom Heritage $21,600 towards the project. This award was the largest single award that the Cultural Alliance made under their Creative Impact Award program. We still need to raise an additional $5000 to be able to complete the project. The only known number that may change on the budget will pertain to the cost of insurance due to the need to insure the contents of the museum.<br \/>\nThe Board voted and approved the 2012 Budget.<\/p>\n<p>Freedom Green:<br \/>\nThe board discussed the outside use of Sign Board on Freedom Green by the Boy Scouts.<br \/>\nA motion was made and approved by the Board to allow nonprofits and community organizations to put a message on the sign board at the discretion of NFH for a time that will be no more than 21 days long, provided that the message does not conflict with the mission of NFH. Each message will be emailed to Board members for approval, a simple majority email vote will determine if a message shall be allowed.<\/p>\n<p>Stream Cleanup Permit:<br \/>\nThe Stream rehabilitation permit has been obtained. The insurance carrier stated that anyone who works on the stream will be covered under our insurance policy since it is under the auspices of a New Freedom Heritage project. The stream rehabilitation meeting will be held at the January NFH meeting. The date for the stream rehab project is set for April 14th 2012.<\/p>\n<p>Museum:<br \/>\nThe Board discussed purchasing \u201cAround New Freedom\u201d books to be sold in the museum. The last \u201cAround New Freedom\u201d book was sold. The Board approved the purchase of \u201cAround New Freedom\u201d books at the best price possible and to put the cost under museum collection costs in the budget. The grand opening of the museum will be February 4, 2012.<\/p>\n<p>Election\/Re-election of Board Members and Officers:<br \/>\nDiane Folger\u2019s term as president and Jean Merrill\u2019s term as secretary ends in Feb 2012. Diane Folger, Susan Gorham and Molly Adler will be retiring as board members. Sue Lieske and Roger Lieske will continue through their term which ends in February of 2013. The board discussed the need for new officers and board members for 2012. The nominating committee will contact members for these positions.<\/p>\n<p>The meeting adjourned at 8:20pm<\/p>\n<p>&nbsp;<\/p>\n<hr>\n<p>&nbsp;<\/p>\n<p>June 8, 2011 Board of Directors Meeting<br \/>\nThe meeting was called to order at 8:00pm<br \/>\nAttending: Diane Folger, Sue Lieske, Jean Merrill, Scott Furman, and Roger Lieske.<\/p>\n<p>New Business:<br \/>\nThe New Freedom Heritage April 2011 Board meeting minutes have been posted on the New Freedom Heritage website. The minutes for the April 2011New Freedom Heritage Board were approved by the Board members via email.<\/p>\n<p>The Board approved the new mission\/vision statement for the New Freedom Heritage Museum.<\/p>\n<p>Mission Statement: Preserve New Freedom\u2019s history for future generations through written, oral, and historical items depicting New Freedom\u2019s Heritage.<\/p>\n<p>Vision Statement: Encourage helpful community relationships through awareness of New Freedom\u2019s cultural character.<\/p>\n<p>The Board voted unanimously that shared usage of the museum building by Steam into History, Inc, is not something we want to pursue at this time, due to the fact that the museum is still under construction potentially conflicting with both Steam into History, Inc and NFH ability to use the space. Additionally, the New Freedom Heritage museum lease does not allow the ability to sublet space in the building. The above approved motion included New Freedom Heritage\u2019s desire to support Steam into History, Inc in their endeavors and to send a support letter informing them of the NFH Board decision.<\/p>\n<p>At the April 2011 Board meeting an initiative was approved to update the New Freedom Heritage bylaws. The Board voted to approve the updated bylaws that were presented at the June 8 2011 Board meeting.<\/p>\n<p>After discussion the Board approved that the New Freedom Heritage President could sign the stream cleanup permit as the point of contact for the stream cleanup. The stream cleanup must be done prior to the Freedom Green Park development proceeding.<\/p>\n<p>The Board approved cancelling a July meeting of the New Freedom Heritage Board.<\/p>\n<p>The meeting was adjourned at 9:00 pm.<\/p>\n<p>&nbsp;<\/p>\n<hr>\n<p>&nbsp;<\/p>\n<p>April 7, 2011 Board of Directors Meeting<br \/>\nThe meeting was called to order at 7:00pm<br \/>\nAttending: Diane Folger, Sue Lieske, Jean Merrill, Scott Furman, Susan Gorham, Roger Lieske, Margaret Thoman<br \/>\nGuest Speakers: Bob &amp; Jackie Gotwals (Present only during their Presentation)<\/p>\n<p>Presentation: The informative presentation about Steam into History, INC was given by Bob Gotwols. This organization is building a Steam driven Locomotive and passenger train to promote tourism and education on the former Northern Central Rail Line. When finished it will start in New Freedom and run to Hanover Junction and back. Steam into History proposes to be open for business by 2013.<\/p>\n<p>New Business:<br \/>\nThe Board voted to approve joining the York County Visitors Bureau both as a member and for the event listing section for the year starting July 2011 \u2013 June 2012. The benefits derived will be improved publicity for the Freedom Fest. The cost (joining membership and event listing) comes to $220.00.<\/p>\n<p>The Board voted to revalidate the need to purchase a computer for treasury functions. The original need for a computer purchase was approved in the FY2011 budget at the November 2010 Board meeting.<\/p>\n<p>The Board voted to disapprove adding a line to the budget for gift giving.<\/p>\n<p>The Board voted to reaffirm the practice requiring two signatures on checks drawn from New Freedom Heritage accounts.<\/p>\n<p>The Board voted the appointment of the following individuals to the finance committee: Sue Lieske, Roger Lieske, Diane Folger, Scott Furman, and Bruce Merrill.<\/p>\n<p>The Board approved the need for updating the wording of the bylaws.
